The movie follows Jackie Chan's character, who arrives in Los Angeles to establish himself as a martial artist while facing conflicts with local gangsters led by Johnny (Jerry Trimble). The plot also involves Anna, a gymnastics student who becomes entangled with the main characters, and May, Jet Li's love interest. The film received mixed reviews due to its convoluted storyline and unrealistic character behaviors, though it showcased early signs of Jet Li's potential in modern action settings.

Miramax's US release featured English dubbing and several scene cuts, altering the original intent. The movie was released on DVD in the UK by Hong Kong Legends in 2005, with a two-disc set later that year as part of "The Jet Li Collection."
