The National Research and Innovation Agency (BRIN) was founded in 2019. The agency was originally attached to the Ministry of Research and Technology. It was controversially separated and established as a new non-ministerial government agency directly under the President of Indonesia on 28 April 2021. In September 2021, BRIN became a member of the International Science Council. The president has said that the agency is a "Research Mothership" that houses all the state research activities of Indonesia. The national research budget is 0.25% of Indonesia's annual exports. BRIN's creation was intended to fix the problems in Indonesia's research ecosystem. Research and development was believed to be scattered throughout many ministries and government institutes. BRins was intended as a central headquarters for the Indonesian research ecosystem to ensure the country's self-sufficiency in science and technology.
