The National Council on Disability Affairs (NCDA) is a Philippine government agency responsible for formulating policies and coordinating activities related to disability issues. Formerly known as the National Council for the Welfare of Disabled Persons (NCWDP), it was renamed under Executive Order No. 709 in 2008. The NCDA works to implement national and international mandates on disability, including the Magna Carta for Disabled Persons and its amendments. It monitors laws such as Republic Act No. 9442, which focuses on accessibility and inclusion.

The agency's objectives include promoting respect for the rights of persons with disabilities (PWDs), developing national plans for prevention, rehabilitation, and equal opportunities, and strengthening partnerships with government agencies, non-government organizations, and local government units. Key thrusts in 2008 included institutionalizing Community-Based Rehabilitation (CBR), promoting accessible Information and Communications Technology (ICT), and ensuring a 1% budget allocation for PWDs.

The NCDA collaborates with various organizations, such as Abilympics Philippines, Autism Society Philippines, Handicap International, and the Philippine Web Accessibility Group. It also supports initiatives like the NCDA Accessible Online Learning System, launched in December 2023, which offers free courses on disability awareness and inclusion. The agency plays a crucial role in advocating for the rights of PWDs and fostering an inclusive society in the Philippines.
