The league expanded to include 10 teams, with all matches held at Yunnan Haigeng Football Base. The competition was split into two stages: the first stage ran from 23 August to 18 September, and the second stage took place from 27 September to 11 October.
Notable club changes included Hebei China Fortune and Shandong Sports Lottery being promoted from the 2019 Chinese Women's League One. Dalian was dissolved, while Henan Huishang F.F.C. changed its name to Henan Jianye W.F.C. after being acquired by men's football club Henan Jianye.
Foreign player rules allowed clubs to register up to four foreign players (excluding goalkeepers), but only three could be on the field at any time, with a maximum of two starting in each match.
