Sir Douglas Julian Carter (5 August 1908 – 7 November 1988) was a New Zealand politician and member of the National Party. Born in Foxton to Walter S. Carter, he attended Palmerston North and Waitaki Boys' High Schools before becoming a farmer and engaging in agricultural organizations such as the New Zealand Pig Producers Council and the Waikato Province Dairy Section of Federated Farmers.

Carter married Mavis Rose Miles in 1936. He entered politics representing Raglan from 1957 to 1975, during which he served as Minister of Agriculture under Keith Holyoake (1969–1972) and John Marshall (1972). He also held the position of Postmaster-General from 1969 to 1972. Carter retired from Parliament in 1975, succeeded by Marilyn Waring.

After retirement, he served as High Commissioner to the United Kingdom from 1976 to 1979. In 1977, he was appointed a Knight Commander of the Order of St Michael and St George for his public services. Carter lived in Taupiri and died in Hamilton on 7 November 1988 at the age of 80, buried at Hamilton Park Cemetery.
