Gunter Gao Jingde, a member of the Chinese People's Political Consultative Conference (CPPCC), served as vice-chairman of its Committee of Education, Science, Culture, Health, and Sports in April 2010. He is also chairman of Sunbase International (Holdings) Ltd, established in 1991, which operates in property investment, transport, infrastructure, and technology sectors. A subsidiary, Sunbase International Properties Management Limited, manages military sites in Hong Kong for the People’s Liberation Army. In June 2011, Gao was reported to have visited North Korea twice in 2010 and secured rights to develop Hwanggumpyong Island as an industrial complex. The island is near the Yalu River estuary, close to Dandong and Sinuiju. He met with Kim Yong-nam, president of the Presidium of the North Korean Supreme People's Assembly, before a groundbreaking ceremony. In August 2012, Sunbase announced a RMB10 billion investment in oil refining, rubber, and related industries in Anning City, Kunming. In March 2016, Hong Kong's District Court found that Sunbase had failed to submit tax returns from 2003 to 2008 due to financial statement compilation issues, leading to a lawsuit by the Inland Revenue Department. Gao is part of Hong Kong's Election Committee for selecting the Chief Executive. In June 2016, eight organizations on this committee shared Sunbase's registered address, including the Association of Chinese Culture in Hong Kong, of which he is chairman.
