Oregon public universities manage campus security through various arrangements, including police departments and contracted services. Universities like the University of Oregon, Oregon State University, Portland State University, and Oregon Health & Science University (OHSU) maintain their own police forces, while others rely on Public Safety Officers with limited powers or external agencies.

Senate Bill 405 and Oregon Revised Statutes (ORS) 352.385 and 353.050 provide legal authority for these departments, allowing them to enforce laws similar to municipal police. OHSU's officers are fully recognized as police under state law, while others may have restricted status.

The University of Oregon Police Department (UOPD) operates with full police powers, patrolling campus through bicycle, foot, and vehicle units. They also handle special events, such as football games, where they ensure safety by managing crowds and enforcing rules. UOPD officers are trained at the state academy in Salem, similar to other law enforcement.

Campus police often interact with students regarding minor infractions, using university judicial systems to avoid criminal records. Cooperating with local agencies, these departments aim to maintain a safe environment through various patrol methods and event management strategies.
